“It is astonishing that this investigation has been ongoing for years and it has now been concluded that the offences at the centre of the investigation were time barred. Having reached that conclusion, other offences were considered in what appears to be an attempt to justify the investigation.

“The cost of this investigation have been great both in human and monetary terms and calls into question how decisions have been made in this investigation.”
